The Human Dimensions of Dam Safety (Parts 1 & 2)

In this two-part article, the authors assess approaches to dam safety, point out that the human aspect of safety and the effect of disaster has been seriously neglected, and suggest measures to improve this state of affairs. It is assumed that some failures are inevitable and four methods of minimizing the resulting damage are described.
