What is needed at present are objective, accurate and critical analyses of several cases of urban water management in developing countries which are working reasonably well for a sustained period, and a clear understanding of the reasons behind their successes. The present case study of Phnom Penh is our first attempt to analyse an urban water supply system in considerable depth.
