It’s Time for a World Water Council

A world water council, would be a forum wherein various constituencies (including governments, international organizations, and nongovernmental organizations such as IWRA) could work together on topics of common interest. Associations such as IWRA are for individuals, whereas individuals could not participate in the proposed council except as representatives of the organizations that would be members of the council.
